The UK government is introducing a suite of AI tools, humorously named “Humphrey” after the devious and cunning Sir Humphrey Appleby from the classic sitcom “Yes, Minister”. The name, while amusing, has sparked criticism for potentially undermining the seriousness of the government’s digital transformation efforts. The Humphrey AI tool helps streamline government processes by accelerating most civil servants’ workloads and minimizes expensive reliance on high-cost consultants. According to the analysis of the government, such tools might save taxpayers enormous sums, including £100,000 for every public consultation that took place in the past for a consultant’s expertise.
Humphrey’s Innovative Tools:
Humphrey generative AI models that make complex information easier to understand have tools such as Consult, which summarizes public responses to calls for information, replacing expensive consultant-led analysis. Parlex is another tool which allows policymakers to search past parliamentary debates and even predicts how MPs might respond to proposed policies. Improved data-sharing capabilities are also being developed to enhance collaboration across departments.
Broader AI vision comprehends controversy:
The name “Humphrey” has drawn scepticism over the promising tools. According to Tim Flagg, the COO of the UKAI trade body that represents the AI sector, “Humphrey for me is a name which is very associated with the Machiavellian character from Yes, Minister. It gives the impression of being manipulative rather than empowering”. Humphrey is part of a broader government push to embrace AI, following the recent release of their AI Opportunities Action Plan. Other upcoming digital tools include apps for managing government documents and digital driving licenses. Despite reservations about the name, Flagg remains optimistic that the government has some great developers that will deliver advanced-level products by leaning into AI-powered solutions, modernising its services and making them more efficient.
